Prepare the oven and preheat it to 375 degrees F. Transfer the turkey wings to a roasting pan and drizzle some olive oil.
Mix minced garlic, Italian seasoning, cayenne pepper, smoked paprika, black pepper, and salt in a small bowl.
Pour the spice mixture over the turkey wings and toss gently to make an even coating.
Spread onions on coated wings and cover with aluminum foil. Place in the oven and bake for 60 minutes.
After 60 minutes, take the wings out of the oven and transfer the drippings to a measuring cup. Set aside.
To make the gravy:
Add butter to a skillet over medium heat. Once the butter melts, add garlic and cook until fragrant.
Add flour and red chili flakes, and cook for 1 to 2 minutes.
Then pour in reserved drippings and gradually add the stock. Bring the mixture to a simmer for 5 to 7 minutes or until it becomes slightly thick.
Once slight thickness is achieved, pour the gravy over the turkey wings and transfer them back to the oven; bake uncovered for 30 minutes or until soft and thoroughly cooked.
Once done, remove the wings from the oven and serve hot with rice.
