Add onion powder, garlic powder, paprika, dried thyme, dried rosemary, black pepper, and salt to a small bowl. Pat the eye of the steak with a kitchen towel and drizzle olive oil. Rub the dry spice mix generously on the steak and place it on a roasting pan's rack and to the preheated oven for 15 minutes.
Reduce the temperature to 300-degree f and roast for 40 minutes or until the steak's internal temperature reaches 135-degree f. Pour the drippings into a bowl and cover the pan loosely with aluminum foil. Transfer the steak to a cutting board and place it on a serving plate. Pour the juices on the cutting board in the roasting pan.
Red wine, beef broth, all-purpose flour and butter mixture should be whisked together with a whisker until everything unifies.
Add browning sauce and simmer for 3 minutes, then season with salt and black pepper. Serve with steak and mashed potatoes.
